We, the undersigned civil society organizations, acting as the Partnership for Social Services Reform, welcome the intentions of the Ministry of Social Policy, Family and Unity of Ukraine regarding the need to reform the social services delivery system and generally support the Ministry’s proposals presented on June 24, 2025, to a broad circle of stakeholders.
In our view, the reform of the social services delivery system must become a driver of fundamental changes for the benefit of society, aimed at ensuring high-quality, accessible, and timely social services for all those in need, with the participation of service providers working in a highly competitive and institutionally developed market.
We are convinced that achieving this goal and its expected outcomes for the end beneficiaries of the reform is possible only under the condition of adhering to the following key principles:
- Implementation of the principle “money follows the person.”
- Establishment of a single national purchaser of social services.
- Setting equal and justified requirements for social service providers of all forms of ownership.
- Creation of a unified budget for financing the procurement of social services from various funding sources.
- Inclusion of service quality criteria in the selection of social service providers.
- Ensuring the possibility of service provision by all providers that meet the established requirements.
- Alignment of service providers’ activities with unified quality standards.
- Possibility of concluding long-term contracts (framework agreements), including compensation for administrative costs of service providers.
- Digitalization of needs assessment, service delivery, confirmation, evaluation, and accounting of provided social services.
- Consolidation and systematization of the initiatives and contributions of civil society organizations, as well as joint development of legislative and regulatory changes in the field of social services.
- Updating the Classifier of Social Services and their content, revising existing state standards of service delivery, and developing those standards that are currently missing.
- Establishment of economically justified tariffs for the provision of social services, based on a transparent and unified calculation mechanism with the possibility of indexation.
- Needs assessment for social services based on evidence-based indicators with the involvement of both recipients and providers.
- Development and implementation of training programs, mentorship, and supervision on the rules of social service provision.
- Continuous and systematic public information and communication regarding available social services, providers, and the procedure for exercising the right to access them.
- Establishment of a feedback mechanism from service recipients and providers and ensuring its effective implementation.
We additionally emphasize the importance of determining the future course of experimental projects launched by the Ministry of Social Policy, Family and Unity of Ukraine and ensuring their institutionalization.
We call on state authorities, within their respective powers and areas of responsibility related to social relations and the legal regulation of social services, to:
- Ensure the participation, proper representation, and voting rights of civil society organizations in any forms of public consultations, discussions, and technical work on issues directly or indirectly related to the social services reform;
- Guarantee a systemic, transparent, and continuous implementation of the reform, including by developing and approving the Strategy for the Development of Social Services until 2030 and its Implementation Plan for 2025–2026, and ensuring the irreversibility of its provisions.
