Sustaining HIV/AIDS and tuberculosis response in wartime Ukraine for 2024-2026

Implementation Period: January 1, 2024 – December 31, 2026

Goal:

The Global Fund program in Ukraine for 2024–2026 aims to significantly reduce the socio-economic burden of HIV/AIDS and tuberculosis during wartime and contribute to building a people-centered, gender-sensitive, and rights-based environment and system for an effective and sustainable response to the HIV and TB epidemics by:

  • Building on current achievements and closing the gap in reaching the “95-95-95” targets through improved early HIV detection, expanded ART coverage, and enhanced quality of care for people living with HIV.
  • Ensuring access to effective, modern diagnostics, treatment, and prevention of tuberculosis, with a focus on key and vulnerable populations.

HIV and TB services are planned for areas under the control of the Government of Ukraine, in line with the government’s decision that the Global Fund and PEPFAR will operate only in government-controlled territories. Services in non-government-controlled areas were suspended in 2022; some are included in the PAAR and will be implemented after de-occupation.


Planned Activities:

Activities will be implemented in both the civilian and penitentiary sectors, including service delivery through mobile teams. These efforts complement the current PEPFAR program and the basic service packages procured by the state under the transition plan. Key areas include:

  • HIV testing
  • Linkage to care and treatment adherence support
  • Re-engagement of patients lost to follow-up
  • Targeted support for HIV-positive pregnant women, women from key populations, and children born to HIV-positive mothers
  • In TB: case detection, and treatment adherence support for TB and MDR-TB patients

RSSH Module Focus:

Special attention is given to community capacity building and mobilization, including:

  • HIV-positive women
  • Formerly incarcerated individuals
  • MSM (men who have sex with men)
  • Sex workers
  • Adolescents and youth
  • People living with HIV (PLHIV)
  • People who inject drugs (PWID)

Interventions also include:

  • Reducing stigma
  • Addressing human rights and gender-related barriers
  • Community-led monitoring

Medical Procurement:

Due to limited domestic funding, over 25% of the total budget is allocated to the procurement of medical products, including non-pharmaceuticals, medicines, and equipment.


Target Groups / Beneficiaries:

  • People living with HIV (PLHIV)
  • TB and MDR-TB patients
  • HIV-positive pregnant women and children born to HIV-positive mothers
  • Incarcerated individuals and those recently released
  • Internally displaced persons (IDPs)
  • Populations in hard-to-reach and remote areas
  • HIV-positive women, MSM, sex workers, adolescents and youth, and PWID

Other projects
