Objective: Improving HIV prevention, diagnosis, and treatment by engaging patients, strengthening digital solutions with innovative mobile applications and electronic tools (MD EIZ), and increasing access to strategic HIV information
The target groups: people with HIV, key communities, HIV NGOs, and public health specialists and government institutions, such as the Public Health Center of the Ministry of Health of Ukraine (PHC), the National Health Service of Ukraine (NHSU), and the Ministry of Health of Ukraine (MoH of Ukraine).
KEY ACHIEVEMENTS IN THE FIRST 6 MONTHS OF 2025
Digital solutions for better access to services
During the first six months of 2025, the CAMP project focused on developing and updating digital solutions:
- The Datacheck Care mobile office is under development, and the “Appeals and Complaints” functionality in “DATACHECK UKRAINE” has been mondernized.
- The CompleteCare4You mobile application, used by over 6,100 patients, has been restored. The functionality of receiving authorization messages has expanded to include phone calls, Viber messages, and SMS.
- The process of preparing the “Medical System of Socially Significant Diseases” (IS SSDM) for an audit to ensure compliance with GDPR requirements has begun — to better protect personal data.
- Comprehensive work on implementing the LOINC classifier has begun. After an assessment of the current state of implementation, the implementation strategy at the national level and the roadmap will be developed.
- An interagency working group was established, including CO “100% Life,” the CDC, and the Center for Public Health (CPH) of the Ministry of Health of Ukraine, to coordinate the development and implementation of public health information systems.

SERVICES. SUPPORT THAT CAN BE FELT
Legal support, information, psychological help bring services closer to people ⚖️ Yurbot 100% Life , the llegal chatbot: has conducted 893 sessions and 216 counseling sessions.
- Hotline: has provided over 1,500+ counseling sessions on HIV prevention and social and legal issues.
- The IT infrastructure of the Hotline was updated, and training was conducted for the Hotline consultants.
- Building partnerships with NGOs in the field of monitoring the quality of OST: A tool for assessing the availability and observance of patients’ rights is being developed, which will be integrated into the ITC “DATACHECK UKRAINE”.
DEVELOPMENT OF HUMAN-CENTERED POLICIES
Patients have a voice. We initiate policy changes to reduce harm and ensure access to treatment, pain relief and support.
- A healthcare and legal forum was held and recommendations were made to the Verkhovna Rada of Ukraine, the Ministry of Health, and the Cabinet of Ministers of Ukraine regarding the decriminalization of drug use.
- A workshop was held for human rights defenders to create a roadmap for changes to the national drug policy strategy until 2030.
- Barriers to the supply of OST drugs were assessed, and recommendations and an emergency strategy were developed.
