ACCESS Pro: “Access of communities to care through advanced information systems and better linkage to services

Implementing Organization:  CO “100% LIFE” (All-Ukrainian Network of People Living with HIV/AIDS)

Project goal: to improve quality and sustainability of HIV care in Ukraine through advanced information system and better patient linkage to HIV/AIDS health and social service delivery.

Project objectives:

1. Develop new modules and electronic functionality in the existing informational system Monitoring of socially significant diseases” (IS MSSD) ;

2. Support National e-Health strategy development and ensure IS MSSD interoperability with other electronic systems;

3. Optimize capacity of HIV service providers to adapt and implement effective testing, care and treatment models;

4. Build capacity of the GoU to manage and sustain IS MSSD.

Target Groups: people with HIV, key groups, public health system specialists, state institutions — the Center for Public Health of the Ministry of Health of Ukraine (CPH), the National Health Service of Ukraine (NHSU), the Ministry of Health of Ukraine (MOH of Ukraine).

 

KEY ACHIEVEMENTS

Information Systems and Mobile Applications

  • IS MSSD Protocol: system protocol for data collection, storage, and processing developed and implemented
  • “Complete Care 4 You” App: functionality updated, integration with lab systems added, transferred to CPH, communications campaign conducted, 4,100 downloads achieved

Implementation of IS MSSD Modules

  • TB Module: launched in 12 regions, 76 computers procured, physician training conducted, integrated into the Ministry of Health’s system
  • MAT Module: implemented in 12 regions, includes data on 17,896 patients
  • BabyMIS Module: automated monitoring of mother-to-child HIV transmission
  • Hepatitis Module: implemented in Zaporizhzhia and Odesa regions, with implementation support
  • Logistics Module: automated medication usage tracking and supply monitoring
  • LIMS: laboratory information system deployed in 19 regions, synchronized with eHealth
  • All modules transferred to CPH ownership

Monitoring and Analytics

  • Data Quality Assessment (DQA): 1,094 monitoring visits conducted, Power BI visualizations developed
  • PEPFAR Indicator Reporting: updated and automated for DATIM system
  • CBS: terms of reference developed for sero-epidemiological surveillance module

Patient Support

  • Hotline: over 15,000 consultations provided on HIV, MAT, PrEP, legal, and psychosocial issues

Government Collaboration

  • Integration of IS MSSD with eHealth for monitoring socially significant diseases
  • Implementation of the LOINC standard for medical laboratory diagnostics

 

Impact: ACCESS Pro significantly improved access to treatment and digitalization of medical services. The integration of information systems supports the sustainability of HIV, TB, hepatitis, and other disease control programs.
