Strategic meeting on social services reform: coalition of providers established

On August 1, 2025, a strategic meeting was held in Kyiv with the participation of partner organizations that provide or plan to provide social services, including services for veterans and their families. The event was initiated by the charitable organization 100% Life, which has been working for many years to develop an effective system of health and social protection services.

 

The aim of the event was to unite the efforts of civil society organizations to support the reform initiated by the Ministry of Social Policy of Ukraine and to develop a common vision of its key areas with a view to expanding the competitive environment in the market of social service providers.

Participants discussed:

  • barriers to the development of quality and accessible social services;
  • the need to update standards and classifiers;
  • the importance of creating a catalog of providers and a transparent tariff system;
  • the relevance of institutional support for workers in the sector (including supervision, education, and professional development).

“We share the Ministry of Social Policy’s approach to developing a competitive market for social services and confirm our readiness to cooperate in creating sustainable and effective solutions,” commented Dmytro Tygach, Policy and Advocacy Director at 100% Life.

The meeting resulted in the following:

  • a coalition of non-governmental social service providers was formed, which will act as an expert and advocacy platform;
  • key provisions of a joint vision for reform were developed, which will soon be formalized in a position paper.

The organizers express their gratitude to all partners for their active participation and confirm their common goal — to ensure the sustainable development of the social services system in Ukraine based on the principles of transparency, quality, and focus on the needs of recipients.
