PRINCIPLES OF PROCUREMENT MANAGEMENT

• Transparency: Procurements are conducted on public platforms of the Prozorro system (commercial procurements)
• Accountability: The organization has implemented electronic accounting systems that enable tracking of the procurement cycle at all stages: budget formation for procurement, creation of technical specifications, tender execution, contracting, payment, and delivery of goods to end recipients. This system allows for real-time analysis of procurement progress and provides the ability to report at any time
• Compliance and Security: Suppliers of goods, works, or services undergo legal and financial evaluation procedures. We assess counterparties for risks such as bankruptcy, inclusion in sanctions lists, debt burdens, and other factors
• Category Management: The organization has adopted category management approaches, ensuring financially efficient procurement of goods, works, and services of proper quality, taking into account all market and consumer specifics. We thoroughly study the market, regulations, standards, and norms to ensure that the goods and services our clients receive are of high quality

The quality of our procurement system is also confirmed by positive assessments from Big Four companies such as Deloitte and PriceWaterhouseCoopers

QUALITY CONTROL OF GOODS, WORKS, AND SERVICES:

• During procurement, we verify certificates and other documents confirming the quality of the goods
• Contracts with suppliers include quality assurance requirements
• Upon receipt of goods, each package is inspected
• Storage and transportation are handled by companies certified under GDP/GSP (Good Distribution/Storage Practices)
• Warehouse and transportation systems enable monitoring of storage and transportation conditions at any stage

EXAMPLES OF OUR PROCUREMENTS

• 2022-2025 – We supported the procurement and supply of medicines and medical devices for all 120 000 HIV+ patients in Ukraine. Supplies include reagents from complex temperature groups -20°C / +2+8°C
• Installation of complex equipment, the procurement of which involves multiple stages and the engagement of various teams for delivery, repair work, and licensing — such as oxygen generation stations, X-ray machines, and others.
• We have procured and implemented software solutions such as the national E-health system, the HIV Medical Information System, the Laboratory Medical Information System for HIV laboratories, SAP for government projects, and others.
• Technical support services for the development of Governmental capacity.
