Advocacy and Government Relations in Ukraine

Advocacy is one of the key areas of work for the Charitable Organization “100% LIFE.” The organization consistently works to ensure fair access to medical and social services, eliminate legal barriers, combat stigma and discrimination, and influence public policy in the interests of vulnerable populations. We operate at the intersection of the civil society sector, systemic reform, and public administration. 

Key Areas of Advocacy Activity

Access to Treatment and Medical Services 

“100% LIFE” works to expand access to generic medicines, including through mentoring and technical support in the registration and procurement process. This helps save state budgets and broaden access to effective treatments. The organization is involved in the modernization of HIV legislation, promotes universal access to diagnostics and treatment, and supports ART distribution via pharmacy networks.

We also assist EECA countries (Armenia, Georgia, Kazakhstan) in developing drug reimbursement mechanisms and optimizing long-term procurement processes. Our representatives participate in negotiations with pharmaceutical manufacturers and the Eurasian Coalition for Access to Treatment. 

Human Rights, and Combating Stigma and Discrimination 

The organization has developed an action plan for the decriminalization of HIV transmission and initiated a regional platform under the Global Partnership for Action to Eliminate All Forms of HIV-related Stigma and Discrimination. Shadow reports have been submitted to the UN regarding violence and discrimination against vulnerable women (e.g., women who use drugs, women living with HIV, and sex workers).
 

We have drafted amendments to the Criminal Code aimed at repealing articles criminalizing HIV transmission and reducing penalties for intentional infection.

We defend the rights of mobilized people living with HIV by proposing legislative changes, submitting formal requests to the Ministry of Defense, engaging with Members of Parliament, and advocating for their assignment to non-combat roles.

The organization has also conducted research on tuberculosis-related stigma and provided tolerance training to nearly 5,000 medical professionals. 

Healthcare System Reform 

100% LIFE” has served as a technical partner in the implementation of eHealth and the National Health Service of Ukraine (NHSU) information systems.

We have transferred intellectual property rights for components of the eHealth system and Laboratory Information Management Systems (LIMS) to the NHSU and Public Health Center (PHC).
 

Our advocacy covers HIV service procurement, preparation of changes to Ministry of Health regulations (e.g., updated criteria for services for people living with HIV, and introducing a requirement for 2 years of service experience).
 

We participate in public consultations and develop regulatory proposals related to public health, patient rights, and humanitarian aid. 

Work in the Penitentiary Sector  

We supported the Ministry of Social Policy’s initiative to introduce institutional care for incarcerated individuals based on the “peer-to-peer” model.
The organization collected data on discrimination against prisoners with HIV, TB, or those at high risk of infection.
 

We have conducted monitoring of detention facilities, developed checklists for oversight commissions, and proposed amendments to coordination procedures among healthcare institutions, the National Police, National Guard, and Ministry of Justice regarding opioid substitution therapy (OST).
 

Draft changes have been prepared for the provision of medical care to prisoners. A recommendation paper on integrating penitentiary medicine into the general healthcare system has been developed and is currently being piloted in the Kyiv region. 

Legislative Initiatives 

We have developed a number of legislative proposals, including: 

  1. Decriminalization of drug use and sex work; 
  2. Inclusion of HPV vaccination in the national immunization schedule; 
  3. Increased penalties for torture; 
  4. Increased benefits for HIV-exposed children; 
  5. Involvement of NGOs in the prevention of mother-to-child transmission of HIV; 
  6. Combating stigma against mothers with HIV; 
  7. Regulation of military conscription of people living with HIV by consent; 
  8. Legal recognition of civil partnerships; 
  9. VAT exemption on Global Fund grants; 
  10. Legal recognition of the Global Fund as an international organization in Ukraine. 

 

Collaboration with State Institutions 

Partnerships with the Ministry of Health, Ministry of Education, Ministry of Social Policy, NHSU, and regional authorities allow us to implement the Medical Guarantee Program, digital solutions (HIV MIS, LIMS), and coordinate the provision of medical care in places of detention. The organization also trains personnel of the State Criminal-Executive Service of Ukraine and helps local authorities implement budget advocacy. 

Human Rights and Analytical Work 

We operate a network of paralegals serving patients and key populations.
We develop IT tools for monitoring human rights violations and building an evidence base for advocacy.
The organization submits shadow reports and participates in international human rights protection processes. 

The advocacy work of CO “100% LIFE” is a tool for systemic change in healthcare, social policy, and human rights. It is grounded in analytics, expertise, and partnerships, and includes both national and international advocacy efforts. Our goal is a life of dignity, fair access to services, and the amplification of community voices in decision-making processes.
