ANNOUNCEMENT 

on the competition and selection of representatives and their alternates (deputies) from public associations and charitable organizations of people living with HIV/AIDS to the National Council on Tuberculosis and HIV/AIDS Control 

In accordance with the letter from the Ministry of Health of Ukraine No. 26-04/17293/2-25 dated 8 May 2025 regarding the rotation of members of the National Council on Tuberculosis and HIV/AIDS

Control (hereinafter — the National Council), representing public associations and charitable organizations of people living with HIV/AIDS (hereinafter — PLHIV), 

and guided by the Regulations of the National Council, the Procedure for the Rotation of Members of the National Council, and the Procedure for Delegating Representatives by Non-Governmental Organizations to the National Council, 

the Charitable Organization “All-Ukrainian Network of People Living with HIV/AIDS” (hereinafter — CO “100% LIFE”) announces the competition and selection of representatives and their alternates (deputies) from public associations and charitable organizations of PLHIV to the National Council on Tuberculosis and HIV/AIDS Control. 

The Terms of Reference with the selection criteria for representatives and their alternates (deputies) from public associations and charitable organizations of PLHIV to the National Council is available at the following link. 

Criteria for candidates: 

• The individual must be a person living with HIV/AIDS. 

• At least 2 years of experience representing the interests of the PLHIV community at the national or international level. 

• Openness to media engagement, experience in public activities. 

• Excellent knowledge of current Ukrainian legislation and international acts related to HIV/AIDS and tuberculosis. 

• In-depth knowledge of the actual situation regarding the HIV/AIDS and tuberculosis epidemic in Ukraine. 

• Understanding of the needs and issues facing the PLHIV community. 

Terms of remuneration: The role of a member of the National Council on Tuberculosis and HIV/AIDS Control is performed on a voluntary basis. 

List of documents required for submission: 

• Candidate’s application 

• Statement confirming familiarity with the conflict-of-interest policy. A conflict-of-interest declaration, if applicable. 

• Resume signed by the candidate 

• Motivational letter signed by the candidate (no more than 1-2 pages A4) 

• Communication plan for interaction with the community as a member of the National Council on Tuberculosis and HIV/AIDS Control 

• • Those who do not meet the criteria specified in this announcement and the Terms of Reference. If available — letters or other correspondence from the community supporting the candidate’s nomination to the National Council Forms for applications for participation in the elections: Documents should be submitted in scanned form to the email address: a.kryvoruchko@network.org.ua with the subject line “candidate for the National Council (representative from public associations and charitable organizations of PLHIV)” or “candidate for the National Council (alternate representative from public associations and charitable organizations of PLHIV).” 

    Deadline for submission of documents: by 20 June 2025 (inclusive) 

    Documents submitted after the specified deadline will not be considered. 

    The following individuals are not eligible to participate in the elections for representatives and their alternates (deputies) from public associations and charitable organizations of PLHIV to the National Council: 

    • Those who missed the document submission deadline specified in this announcement; 
    • Those who submitted an incomplete set of documents; 
    • Those who submitted documents that do not comply with the requirements set out in this announcement and the Terms of Reference 

After the deadline for document submission and the meeting of the Evaluation Commission, a list of candidates eligible to participate in the elections for representatives and their alternates (deputies) from public associations and charitable organizations of PLHIV to the National Council will be compiled and approved by the Coordination Council. This list of candidates will be submitted for voting at the corresponding General Assembly. The list of candidates will be published on the CO “100% LIFE” website. 

Following the publication on the official website of CO “100% LIFE” of information about candidates for representatives and their alternates (deputies) from public associations and charitable organizations of PLHIV to the National Council, the General Assembly of Members of the Organization will take place on 21-22 July 2025 (from 10:00 AM on 21 July 2025 to 8:00 PM on 22 July 2025), during which voting and election of representatives and their alternates (deputies) to the National Council will be held. 

Voting on the agenda items of the General Assembly will be conducted remotely — through personal voting by members of the Organization on the agenda items of the General Assembly via the “NGO management” Mobile Application, in accordance with the Organization’s Charter. 

Individuals who receive the highest number of votes based on the voting results will be delegated to the National Council (in accordance with the number of seats determined by the National Council — 2 representatives as members of the National Council from public associations and charitable organizations of PLHIV and 2 alternates (deputies) as members of the National Council).
